DIGITAL IMPLEMENTATION IN SMALL MUNICIPALITIES AND JUDICIAL CONSEQUENCES OF THE LACK OF PERFORMANCE OF THE TRANSPARENCY PORTALS

The different types of investment in the Brazilian financial market have been increasingly discussed. In this sense, the scope of this article is to elucidate the characteristics and functions present for the figure of the angel investor within startups. Specifically, this work makes a comparison between the complementary laws number 123, 155 and 182, the last one being known as The Legal Framework of Startups, in addition to using several works and doctrines for further deepening on the subject. Furthermore, the article shows the old limitations faced by this recent form of investment, previously not formalized by the Brazilian legal system, in addition to the significant changes and forms of incentive created by the Legal Framework for Startups. In conclusion, there is a greater interest coming from the State for flexibility in the investment sector, bringing greater benefits to high-risk investments.
