LOCAL GOVERNMENT, CRISIS MANAGEMENT AND MULTIDIMENSIONAL RESPONSES: AN ANALYSIS OF THE CASE OF BELO HORIZONTE IN THE CONTEXT OF THE COVID-19 PANDEMIC

The article aims to understand the main aspects of the response of the Municipality of Belo Horizonte in the early stages of the Covid-19 pandemic, notably in the period between March and September 2020, in light of contributions from the literature on strategic crisis management and contributions in the line of integration of public policies. From this frame of reference, an analytical model is built, applied to the case study of Belo Horizonte, which proves to be relevant in terms of its relative success in fighting the pandemic, in comparison with other Brazilian capitals. Methodologically, the research was conducted based on a literature review; documentary surveys on the PBH website; and interviews carried out with members of the main bodies that make up the direct administration mobilized to fight the pandemic. Among other points, the speed, multidimensionality and integration in the scope of government actions stand out.
